| I. | The association´s name is "Intercamp Förderer" with the addition "eingetragener Verein" (e.V.) [registered society]. | |
| II. | It is domiciled in Krefeld. | |
| III. | Financial year is the calendar year. | |
| I. | The association exclusively attends to charitable purposes according to the section "steuerbegünstigte Zwecke" [tax-deductible purposes] of the law. | |
| II. | It supports and promotes the international camp idea, especially the common scouting work of those scouting associations which participate in the Intercamp and are recognized by the WAGGS and WOSM, to promote youth welfare and international understanding. | |
| III. | The association organizes the Intercamp every year at Whitsun. | |
| IV. | The association is a charity. It does not primarily have the aim to raise financial means. Financial means of the association may only be used for the purposes stated in the statutes of the association. The members do not receive any financial contributions from the association. No person must be favoured by expenditure which is alien to the purposes of the corporation, or by disproportionately high payments. If members of the association become active, their work is honorary and free of charge. | |
| I. | Any natural person who is 18 years old can become a member of the association if he supports the aims of the association and by his membership wants to express his support of the idea of the Intercamp as the common scouting event of those associations stated in §2 section 2 to further international understanding. | |
| II. | A written statement is necessary to join, and the managing board must agree. | |
| III. | Membership ends: | |
| a) | by written resignation to the board | |
| b) | by exclusion if the member has not paid any fee for two years without compelling reasons | |
| c) | by exclusion for other important reasons | |
| IV. | Before an exclusion the member must be heard. | |
| V. | Legal action may be taken against the exclusion. In that case all rights of the excluded member are suspended until the final decision. | |
| VI. | The member who resigns or is excluded has no right to compensation from the association. | |
| VII. | The members of the Committee in this function are members of the e.V.. Their membership founded in this way finishes with the end of their membership in the Committee. The rights and duties of a member of the Committee as a member of the e.V. are passed on to his successor in the membership in the Committee. | |
| The annual fee is fixed by the general meeting. It must be paid every year by 1st March in advance. | ||

| I. | The Committee is the independent international body in charge of the undertaking of the Intercamp. It has its own statutes, which are not subject to the passing of resolutions by the other organs. The statutes decided on by the Committee are binding for the other organs of the association. | |
| II. | The Committee exclusively carries out the Intercamp in their own responsibility as far as content and finances are concerned; the other organs of the association are not responsible in this respect. The decisions of the Committee in this matter are binding for the other organs of the association. The other matters of the e.V. are not within the competence of the Committee. The Committee places the capital of the Intercamp at the association's disposal in form of a loan. The management of this loan is exclusively the task of the Committee. The association is liable for this loan only with the capital of the loan, not with the association's other financial means. In case of the dissolving of the association therefore the association only owes the remaining balance of the loan. | |
| III. | Voting member of the Committee is the managing chairman of the e.V.. | |
| I. | The managing board consists of the managing chairman, his deputy, the treasurer and two assessors. One of the assessors is the secretary at the same time. The chairman of the Committee is a member of the managing board. | |
| II. | The board has the following tasks: | |
| a) | the implementation of the Committee's decisions | |
| b) | the management of the association | |
| c) | the keeping of accounts | |
| d) | the management of the financial means | |
| e) | the planning of the budget | |
| III. | Apart from that the management is restricted to carry out decisions of the Committee and of the general meeting and to use the financial means of the association according to the decisions of the Committee and the general meeting. As an exception the board is entitled to deviate from the budget in single positions up to 10% if the financial situation permits it. The budget of the Intercamp constitutes a separate position in the budget; the Committee decides on it. | |
| IV. | The management comprises all measures which are necessary to preserve the financial means of the association. | |
| V. | The members of the managing board are elected for two years. They stay in office until their successors take office. In case a member of the board leaves before the next election, the board is not supplemented until the next general meeting, as long as the board still has a quorum. Otherwise, an extraordinary general meeting must be called. | |
| VI. | Apart from that there are the following rules for the election of the board: | |
| The inaugural board is elected once with the proviso that the deputy and the treasurer as well as the second assessor are elected for one year only. Starting with the first by-election the deputy, the treasurer and one assessor are elected in years with odd numbers, the chairman and the other assessor are elected in years with even numbers. | ||
| VII. | As an exception further members for the board are to be elected if an office is vacated early. The substitute will be a member of the board only for the remaining period of office. | |
| VIII. | Re-election of the members of the board is legal. | |
| I. | The chairman of the Committee, the managing chairman or his deputy represent the association outwardly. | |
| II. | The chairman of the Committee represents the association in matters concerning the Committee, the managing chairman and his deputy represent it in all other matters. It is not necessary to prove the relevant knowledge. | |
| I. | The general meeting takes place at least once every year. | |
| II. | The meeting is called in writing by the chairman of the managing board or his deputy together with another member of the board and the agenda is announced. The invitation is to be posted at least 4 weeks before the general meeting. Requests of the members concerning the agenda should be communicated to the board in writing until one week before the general meeting. | |
| III. | Extraordinary general meetings are to be called the same way if it is in the association´s interest or if at least a quarter of all members of the association demand an extraordinary meeting in writing giving the reasons for the calling. | |
| IV. | The general meeting decides by passing resolutions. Resolutions can be passed on items on the agenda as well as any other item which is put on the agenda by the general meeting. | |
| V. | Matters of the Committee are not subject to the passing of resolutions by the general meeting. | |
| VI. | If all members are present, the general meeting can dispense with form and deadline of the invitation by a special resolution. The changing of the statutes, the changing of the purpose of the association as well as the dissolving of the association can only be put on the agenda if it was referred to in the invitation. | |
| VII. | The general meeting has a quorum regardless of the number of members present if it was called within the period stipulated. | |
| VIII. | The right to vote in the general meeting can be performed by a substitute with a written authority, who is not allowed to represent more than 5 votes in the general assembly at the same time. Only members of the association can become substitutes. The right to vote of those members who have not paid their fees for the preceding financial year is suspended. | |
| IX. | The majority of votes decides. To change resolutions already passed a two-thirds majority of all members present is needed. The changing of the statutes or of the purpose of the association as well as the dissolving of the association can only be decided with a two-thirds majority of all those members who are present in the assembly. | |
| X. | To change the regulations concerning the Committee - § 3 section VII, § 6, § 7, § 8 section I sentence 3, section II number 1, section III sentence 1 and 3, § 9, § 10 section V, section XI litter c), § 11 and this regulation - as well as to dissolve the association, the assent of the Committee is necessary, too. | |
| XI. | The general meeting has the following tasks: | |
| a) | the election of the members of the managing board depending on their function; the board decides on the secretary. | |
| b) | the election of two auditors for two years. In the first election an auditor is elected for the first year only. | |
| c) | to decide on the budget with exception of the budget of the Intercamp, as far as there is no deficit | |
| d) | to accept the report of the board as well as the examined annual account | |
| e) | to decide on the approval of the board | |
| f) | to decide on the guidelines for the organisation of the Intercamp | |
| g) | to decide on the exclusion of a member, | |
| h) | to decide on all other questions which concern the association if the decision is not left to the board. The general meeting is entitled to take over decisions left to the board at any time. | |
| XII. | Furthermore, the general meeting serves the personal contact and exchange of ideas among members. | |
| XIII. | The secretary of the board has to take the minutes during the general meeting. The chairman of the meeting and the secretary have to sign them. They have to be communicated to the members 8 weeks after the meeting at the latest and have to be approved in the next general meeting. | |
| XIV. | The general meeting is opened by the managing chairman of the board or his deputy. The general meeting elects the chairman of the meeting. | |
| XV. | In case there is no majority of votes in an election, the election is repeated. Is the second ballot without success, too, the person with most votes is regarded winner. The election is secret if only one member calls for it. | |
| In case of the dissolving of the e.V. the financial means are to be used to promote youth welfare - and that exclusively to promote international contacts among scouts. The definite use is decided on by the Committee and the general meeting together. Resolutions about the use of the capital are to be carried out after the tax authorities have agreed. | ||
